Operators are required to "participate" in running procedures by enabling the PARTICIPATING toggle before they are able to perform actions like signing off steps, adding comments, and so on.
Click Run in a Master Procedure, or click into a Running Procedure
Toggle PARTICIPATING to on
Note: If the toggle is off, the fields and sign offs will be greyed out

In the General section, under RUN PREFERENCES toggle "Operators Automatically participate in running procedures" to on
Operators will still have the ability to toggle participating to off within the running procedure if they choose
